As someone who's only watched both animes (not a manga connoisseur)
I think Tokyo mew mew is more girly. I'm basing my opinion on how at least in my sector of the world Sailor moon was an actual competition for Shonen anime like Dragon Ball and Saint Seiya because of its good writing and how the writing could be interpreted in a stand point where the human conflicts were deep and relatable enough to not be seen as a children's anime meanwhile Tokyo mew mew only got like 26 episodes dubbed and dropped instantly by the dubbers because it simply wasn't as interesting. Also based on their magical girl designs sailor moon has aged well and had a toned down color palette, Tokyo mew mew had their redhead protagonist in pink hair in her transformation and overall more flashy outfits. Tokyo mew mew is child friendly if you overlook the fact that most anime aired on TV for kids had strong themes… I could go on but Tokyo mew mew is girly in vision but Sailor moon is Girly in relatability.

Tokyo Mew Mew. The Sailor senshi/scouts outfits are ultimately just recolored versions of the same uniform and that gives them presence as a group that the Mew Mew girls don't have. TMM girls are styled more like an idol group while the senshi actually look more utilitarian/military simply because of the design consistency.
