QUALITY is a term to refer to poorly animated scenes in cartoons, wonky anatomy, ugly badly drawn frames and blatant animation errors, especially if the end result is funny and meme-worthy.
This could be the result of a studio having a low budget, a tight schedule, incompetent animators, bizarre direction, a simple oversight, etc.
Some people also consider smear frames QUALITY.

The quality of animation comes down to time the animation team has and the animation supervisor.
Studios usually cycle between 4 - 5 different teams that work on different episodes perpetually. Basically the Animation supervisor dictates in which style the episode is animated and has to make changes to frames that is not up to their standards.
The more time a team has to do corrections, better the episode will look.
It's also public knowledge that Dragon Ball Super was rushed and had a very short production time.

Because it's cheaper to just scribble shit and animation studios used to be a lot stricter (to a fault honestly). I'm not sure if this is Toei's case but a lot of studios outsource animations to China and Korea and the quality goes way down then. The og Dragon Ball and Dragon Ball Z had some amazing animations even when the styles varied a lot between animators, and mind you they used plenty of "shortcuts" and tricks too but they were still well-integrated.

Not really that bad but the redhead with the sun glasses is the character's costume as her alter ego, so I was weirded out by her wearing it in this scene, then it switched back to her regular design. I know it's a shit disguise but this entire show is one big animation error it's so funny. Made in 2006 but looks like it's from the 80s or something. Budget was 1 dollar or something.
