Uh. Our urban centers are comparatively pretty lawless compared to East Asian ones.

Ever been to Paris? Or Brussels? The idea of no-go-zones in Paris for most normal-clothed cops 100 years ago would have been unthinkable. There are plenty of non-western cities where I've felt safer than in most of Europe, and there are plenty of Eastern European cities that feel safer than most of the "enriched" Western European cities (Warsaw and Krakow for example).
