it depends on the situation. doxing is just assembling already publicly available information about someone and posting it in one place. why/how would this be illegal? unless you go through illegal means to get the information (like hacking), doxing itself is not illegal. if your dox is wrong (you have the wrong identity) the "victim" might sue you for slander or harassment.

were you on tumblr in 2014? spergs were doxing each other non stop by making callout posts. people were doxing racists and encouraging others to contact their families, school, work etc.

They can sue and you will most definitely have to pay out the ass in damages and psychological distress.

As for the police themselves taking initiative - only if it results in bodily harm or if the person holds a gov't position (that includes diplomats).

If/when doxxing results in a court case it almost always results in a gigantic paycheck for the injured party, so there's that.
