Both are book pirating sites. It's illegal, but you most likely wont get caught unless you use their torrent option. Both sites also work under a 'direct download' model so you don't need fancy equipment.

Webtoon and taptastic, more for the former though, are sites made with the mobile audience in mind so a big chunk of their comics are scroll down. Smackjeeves and readcomiconline (another piracy site) are made more for the browser experience

for free anime movies I highly recommend an adblocker (Ublock, privacy badger, opera) because the sites are usually infested with pop-ups (don't turn off the blocker even if the site tells you). Next you should use duckduckgo instead of google (google can remove a search result if the site has a copyright claim). Finally if you type in 'watch X online free' you can probably find what you want. I'm currently using animehub.ac to stream right now.
