Currently questioning myself what that spammed email account then has to do with anything when they don't even send emails out.

First things, if she took your money 2+ years ago there's probably not a lot you can do now. The limit on PayPal is 180 days and for chargebacks it's 120 days.
The best things to do when buying from scammers like these girls is to use PayPal and when checking out make sure you set your funding source to your credit or debit card. This gives you two layers of protection. Never use funds in your PayPal account but a bank account might be OK depending on your bank's own rules.
Then when you're scammed you have this course of action:
1) Open a PayPal dispute for items not received. For digital goods the seller has no defence and will instantly lose. For physical goods the seller must provide a tracking number and proof of delivery.
If you fail at this stage it's probably because:
- The dispute expired because you didn't update it when PayPal asked for more information.
- PayPal do use an account's history when making decisions so if you regularly open disputes (more than say 1 a year) they might think that you are the scammer and not the seller.
2) If for whatever reason you fail at this stage you should go to your bank and ask them to start a chargeback with Visa/MasterCard/etc. As explained by my anecdote above about delivering to a conference you will almost certainly win this.
However be careful about using chargebacks as even if your reason was legit it will get your card put on fraud warning lists and will make payment processors more likely to decline your card in the future.
If you buy from businesses claiming to be in your own country there will be other extra useful things like distance selling and consumer rights regulations. In the UK these are great on eBay against Chinese sellers who present themselves as being in the UK and refuse to refund you unless you return the items to China first. That's illegal and the sellers will lie to you but if you know your rights eBay will side with you.

But this type of scam is so common amongst lolcows that I do wonder if it's worth writing a guide about what people should do when scammed.
The core of the scam seems to be tricking kids into believing that their order will one day be dispatched and thus delaying disputes beyond PayPal's cut off time. A guide would need to convince these kids that they need to get their money back after say 60 days and not to believe their idol's excuses. That seems simple but could be quite hard without demonstrating many previous examples like Felice.
I just feel like I've seen this exact scam too many times.
