Bleach and dye only effect the hair they've been applied to, it shouldn't effect the regrowth and Dakota's current hair looks pretty virgin to me. It's probably just unfortunate genetics. There's not much you can do about thin hair, apart from hairpieces. Which maybe both the Ostrenga sisters could consider, I remember when Kiki did the whole bleach blonde extensions thing, you couldn't even tell how thin her hair actually was.
