To me it looks like a shock collar (a petsafe "training" collar to be exact) and knowing Dasha's long lasting hatred towards the dog I strongly believe that's what it is. In training your dog, trainers and professionals will rarely suggest the use of a shock collar, ESPECIALLY on small dogs, not only cause it causes the animal stress but because it simply doesn't work in training the dog.
Now I don't believe Dasha's using the collar to train the dog, in the photo the dog looks like it's asleep. Honestly since it's a small dog and probably not cared for properly it probably barks and whines a lot which is another use for the shock collar.
tl;dr Dasha puts a shock collar on her dog cause she hates it and wants it to shut up but doesn't want to go thru the time and care to train the dog otherwise.

I just rewatched that video. Mina said that she was holding Edwin’s hand throughout the video because it helps her feel less anxious. She also said she was making the video because she finally feels brave enough to speak up. She did it for herself and she has every right. She’s crying because she’s upset. Nothing to do with Edwin.
